I think J5 has changed it so instead of the the tooltip bubbles you can change the button text to the actual article name rather than "Next" and "Previous".
I can't see any "tooltip bubble" option in either the article, or menu options concerning navigation nor in the navigation content plugin but there is an option to show either Previous / Next or the Article title on the navigation buttons (as illustrated below).
In the plugin option: change as shown:
The setting "Title of the Article" gives you the navigation button like:
That's all I've found in one of my J5 sites.
