The Pre-Update Check runs every time you want to do a big and a medium update: 3 > 4 > 5 and 4.0 > 4.1 > 4.2
It does not run for minor updates: 5.1.2 > 5.1.3 > 5.1.4
What version are you trying to update from?
I remember 4.4.2 and 5.0.2 had an issue where the Pre-Update Check did not display extensions...
